The Schleswig-Holstein state parliament wanted to offer visitors a memorable touchpoint that also conveys civic education. A pure information pillar or screen presentation rarely achieves genuine engagement. UpReach developed an AI photo station with three historical settings — the parliament building, election posters, the lectern of the plenary chamber — combined with an interactive knowledge quiz about the parliament. Citizens create a personalised photo in front of the lectern and then test their knowledge of the parliament in a playful way.

The initial situation

Parliaments face an engagement problem: visitors come for tours or for events, but a genuinely memorable touchpoint that ties civic education to an emotional connection is usually missing. Classic information pillars get skimmed, brochures end up in the bin.

The Schleswig-Holstein state parliament had a twofold requirement: a photo experience that motivates visitors to take their memory home and share it in their circles — and at the same time an educational element that conveys knowledge about how the parliament works, without being preachy.

Operationally, the system had to stand permanently in the parliament, be operable by an untrained visiting public and work with no IT support. Data protection had the highest priority for the parliamentary administration: processing had to be GDPR-compliant with consent before capture, a data processing agreement and configurable deletion.

The UpReach solution

UpReach installed an UpReach Lite photo station strategically in the parliament's visitor area. The housing was integrated into the parliament's design, and an overlay with the parliament logo anchored the institutional attribution.

The AI background removal ran with no greenscreen; for the parliamentary context, offline mode with local processing on the terminal was booked. Data processing was GDPR-compliant throughout — consent before capture, a data processing agreement, processed and deleted to the specifications of the parliamentary administration. Visitors could choose between three historical settings: the parliament building, historical election posters from the state's history, and the lectern of the plenary chamber. Three output formats were available: single photo, GIF and boomerang — visitors could take their memory home in the format that suited their occasion.

After the photo session, the interactive quiz opened: questions about how the parliament works, the number of members, the legislative term, legislative processes. The questions were presented in a playful format, with a visual reveal per question. At the end, participants received an evaluation of their level of knowledge.

Data capture was minimal: anyone who wanted the photo by email went through a GDPR-compliant opt-in. Anyone who did not could download the photo directly by QR code — with no data provided. More on the hardware: /produkte/lite.

Setup & Logistics

Lead time seven weeks: two weeks for the design and production of the historical settings in coordination with the parliamentary administration and the archive, two weeks for the design and validation of the quiz questions by the civic-education department, two weeks for UI configuration in the institutional CI and integration of the logo overlay, one week for GDPR sign-off by the data protection officer and end-to-end testing.

Installation by an UpReach technician directly in the parliament, with calibration to the light conditions in the visitor area. Briefing of the administrative staff: daily start-up, end-of-day shutdown, handling special situations.

In ongoing operation: remote monitoring via the cloud dashboard for the parliamentary administration. Sessions, quiz participation, background distribution and system status visible in real time. Quiz questions and backgrounds could be updated over the air — for example for anniversaries, new legislative terms or themed special exhibitions.

Civic education needs emotional anchors: pure information delivery in parliaments often reaches only the already politically interested minority. A photo touchpoint that sets a distinctive anchor for the memory of the visit opens the door to the subsequent knowledge transfer in the quiz.

Data minimalism is a must in the parliamentary context: data is captured only when the user actively wants the photo by email — otherwise a QR-code download with no data provided.
